On July 21, 2026, independent power producer Constant Energy announced the commissioning of a 928.75 kWp rooftop solar project at the Phong Dien Industrial Zone in Thua Thien Hue Province, Vietnam, for industrial mineral processing company Phenikaa Hue.

Project Overview and Industry Background

The rooftop solar system is installed on the roof of Phenikaa Hue's manufacturing plant. Constant Energy is responsible for development and long-term operation, while PE2T Energy Technique and Environment Joint Stock Company (PE2T) handles engineering, procurement, and construction. The project adopts a "zero upfront investment" model, meaning Constant Energy bears all capital expenditure, and Phenikaa Hue purchases clean electricity under a Power Purchase Agreement (PPA) at an agreed tariff.

According to Constant Energy, the project is expected to generate 1.24 million kWh (approximately 1,240 MWh) annually, equivalent to reducing about 900 tons of CO2 emissions. For Phenikaa Hue, this not only helps achieve interim targets in its net-zero roadmap but also mitigates the risk of Vietnam's fluctuating industrial electricity prices by locking in lower long-term power costs.

Vietnam is one of the fastest-growing solar markets globally. According to the International Renewable Energy Agency, as of the end of 2025, Vietnam's cumulative installed PV capacity had exceeded 20 GW, of which about 9 GW was rooftop solar. The revised Eighth Power Development Plan (PDP8) issued by the Vietnamese government in 2025 clearly prioritizes distributed PV and simplifies grid-connection approval processes. Meanwhile, industrial electricity prices continue to rise—up about 5% year-on-year in 2024—making internal rates of return for self-built rooftop solar typically range from 12% to 18%, with payback periods shortened to 5–7 years.

Impact on the Energy System

The large-scale deployment of distributed rooftop solar is reshaping Vietnam's electricity supply structure. On the one hand, peak solar output during the day effectively relieves system peak load pressure, reducing reliance on new coal and gas-fired power plants. On the other hand, the integration of large amounts of intermittent power sources poses new requirements for distribution grid stability. Vietnam Electricity Group has begun deploying smart meters and demand response systems in key industrial zones to improve the absorption capacity of distributed PV.From an industry chain perspective, the "zero-investment" model of such projects lowers the threshold for industrial enterprises to adopt clean energy, enabling more small and medium-sized manufacturing companies to participate in the energy transition. At the same time, project development, operation and maintenance, and engineering services drive local employment and technical capacity accumulation. According to statistics from the Ministry of Industry and Trade of Vietnam, rooftop solar-related jobs exceeded 15,000 in 2025.

Challenges Faced

Despite the positive momentum, Vietnam's rooftop solar still faces multiple challenges. First, grid infrastructure upgrades lag behind photovoltaic installation growth, leading to "curtailment" in some areas during midday—according to a report by Vietnam Electricity Group, curtailment due to transmission congestion amounted to approximately 1.8 TWh in 2025. Second, although the administrative procedures for grid connection permits have been somewhat simplified, some provinces still have issues with long approval cycles and insufficient transparency. In addition, in the execution of PPAs, the credit risk of power purchasers and exchange rate fluctuations (for projects denominated in foreign currency) for electricity settlement are factors that developers need to manage.

For independent power producers like Constant Energy, diversification of project portfolios and long-term operation and maintenance capabilities are key to profitability. The completion of this project in central Vietnam is part of its Southeast Asia strategy—the company has previously commissioned multiple projects of similar scale in Thailand, Cambodia, and elsewhere.

Future Outlook

Looking ahead to the next 5-10 years, the industrial rooftop solar market in Vietnam will continue to grow rapidly. According to PDP8, the target for rooftop solar installed capacity in Vietnam is 10 GW by 2030 (nearly achieved by 2025), and actual installations may far exceed the plan. As battery storage costs continue to decline, integrated solar-plus-storage solutions will further increase the self-consumption ratio of distributed photovoltaics and reduce reliance on the grid. At the same time, the gradual improvement of the green certificate trading and carbon credit markets will provide additional revenue streams for rooftop solar projects.

Although the Phenikaa Hue project is not large in scale, it is a typical example of Vietnam's manufacturing decarbonization wave. Against the backdrop of increasingly stringent requirements from international buyers for supply chain carbon footprints and sustained domestic policy support, rooftop solar will shift from an "option" to a "necessity." Energy investors and policymakers need to work together to address grid bottlenecks, simplify processes, and innovate financing models to unlock the full potential of this market segment.
